1. Introduction

SW Security Training LLC is committed to providing high-quality, legally compliant private security training in the State of Oregon. This Public Ethics & Professional Conduct Policy outlines how we maintain integrity, transparency, and professionalism in all training and business operations.

Our training strictly follows the standards set by the Oregon Department of Public Safety Standards and Training (DPSST), ORS 181A, and OAR 259-060.

2. Our Commitment

We strive to:

  • Provide training that is ethical, fair, and compliant with Oregon law

  • Maintain a safe, respectful, and inclusive learning environment

  • Uphold public trust and professional standards

  • Maintain transparency in all business practices, including conflicts of interest

This policy applies to all students, instructors, staff, and contractors of SW Security Training LLC.

3. Professional Conduct Standards

​

3.1 Integrity and Honesty

​

We maintain the highest standards of integrity. This includes:

  • Providing accurate information regarding training, pricing, policies, and certifications

  • Never falsifying attendance logs, testing materials, or official documentation

  • Reporting misconduct or violations in accordance with Oregon law

Knowingly providing false information during training or to DPSST violates Oregon administrative rules and will be addressed immediately.

3.2 Professional Behavior

​

All participants and instructors are expected to:

  • Act respectfully toward others

  • Follow all safety, classroom, and testing protocols

  • Maintain appropriate communication and conduct

  • Refrain from disruptive or hostile behavior

We are dedicated to maintaining a learning environment that supports professionalism and safety.

3.3 Non-Discrimination & Equal Treatment

SW Security Training LLC does not discriminate based on:

  • Race or ethnicity

  • Gender or gender identity

  • Religion

  • Sexual orientation

  • Disability

  • Age

  • National origin

  • Veteran status

Harassment, intimidation, or retaliation is not tolerated under any circumstances.

4. Confidentiality

  • Student personal information

  • DPSST identification numbers

  • Training records and rosters

  • Company or agency procedures discussed during class

We comply with all applicable confidentiality laws under ORS 181A and DPSST standards.

5. Safety and Use-of-Force Ethics

​

Safety is our priority. All students and instructors must:

  • Follow safety rules regarding equipment and training tools

  • Handle all training-related items responsibly

  • Adhere to Oregon’s legal standards for use of force, including constitutional and objective reasonableness requirements

Any unsafe act may result in immediate removal from training.

​

​

6. Drug and Alcohol Prohibition

​

Participation in training while impaired by alcohol, cannabis, illegal drugs, or unapproved controlled substances is strictly prohibited. Violations may lead to removal from class and notification to DPSST.

7. Conflict of Interest Policy

​

SW Security Training LLC takes conflicts of interest seriously and upholds full transparency in all business relationships.

​

7.1 Public Employment Disclosure

​

The owner of SW Security Training LLC is a full-time public employee. To prevent conflicts of interest or the appearance of impropriety:

  • Government time, property, or resources are not used for business purposes

  • No public position is used to influence, benefit, or give preferential treatment to SW Security Training LLC

  • All training contracts, pricing, and agreements with public agencies follow fair-market practices and are fully transparent

  • Any partnership or contract with a public entity is disclosed to the relevant agency to ensure compliance with state ethics standards (e.g., ORS Chapter 244)

SW Security Training LLC operates independently of any governmental employer and remains compliant with Oregon’s public employee ethics requirements.

7.2 Conflict Avoidance

​

To maintain ethical neutrality:

  • Instructors and staff will avoid situations where personal interests conflict with professional responsibilities

  • Any potential conflict involving training partners, students, or agencies will be disclosed immediately

  • Decisions are made in the best interest of public safety, training integrity, and legal compliance

8. Academic Integrity

​

We enforce strict academic integrity standards. Cheating, sharing answers, impersonation, or compromising testing procedures is grounds for immediate dismissal and possible reporting to DPSST.

9. Instructor Responsibilities

​

All instructors must:

  • Deliver DPSST-approved curriculum accurately and without unauthorized modification

  • Treat all students fairly and professionally

  • Maintain secure handling of testing materials and rosters

  • Report safety concerns or rule violations promptly

10. Mandatory Reporting

​

In accordance with OAR 259-060-0300 and related rules, instructors may be required to report:

  • Criminal conduct

  • Fraudulent behavior

  • Safety violations

  • Cheating or academic dishonesty

  • Falsification of training records

​

We comply fully with all required reporting obligations.

​

​

11. Policy Violations

​

Violations of this Ethics & Conduct Policy may result in:

  • Verbal or written warning

  • Removal from class

  • Failure of course

  • Denial of training certificate

  • Reporting to DPSST

  • Restriction from future classes

​

Enforcement depends on the seriousness of the violation and its impact on safety.

​

​

12. Public Transparency

​

This policy is available to all students, clients, and partner organizations.
